On October 27, 2004 the Postal Service published new standards for the eligibility of mail pieces to qualify as Standard Mail. This notice in the Federal Register included new requirements related to the amount of personal information allowable in a standard mail piece along with a requirement that the purpose of personal information be solely to support the advertising within the mail piece. These new requirements will be effective June 1st, 2005 and mailers should be aware that the new rules could affect the eligibility of their mailings to mail at Standard Mail rates.
RR Donnelley is working with the Postal Service to clarify these rulings and help our customers maintain their eligibility to mail under the class of their choosing.
